A citizen desiring to speak on an item not on the agenda may do so at this time. Each citizen is limited to three minutes and the Council will not take action or discuss items at this time. Items introduced under “Public Comment” may become agenda items at a later date.

Council Forum provides an opportunity for Council Members to share information with the rest of the Council regarding communications with constituents, meetings attended, request items to be put on the agenda, make requests of staff, or direct questions to staff regarding issues that are not on the agenda.

FY2022 City of Aurora Annual Audit Presentation and Discussion

Presentation and Discussion of the FY 2021 Budget by Marshall Decker of Decker & DeGood, PC 

State law requires that all political subdivisions of the state of Missouri make an annual report of financial transactions to the State Auditor prepared in conformity with generally accepted governmental auditing standards, attested by a certified public accountant. 

The annual audit ensures that all financial transactions of the City of Aurora follow Generally Accepted Accounting Principles (GAAP) and reporting standards as established by the Governmental Accounting Standards Board (GASB). 

Decker & DeGood P. C. is an CPA accounting firm, licensed to practice in the state of Missouri. 

A hard copy of the audit report is provided to all Council members for review.

Discussion and Update - Wastewater Treatment Plant Rehabilitation Work

Beginning in 2019, the City of Aurora began repairing and updating the Wastewater Treatment Plant to ensure continued compliance with Clean Water Act standards and future viability.

This presentation will provide an update on the outlined work recommended in the 2019 evaluation and what projects have been completed at this time.

Discussion Pool Admission Fees

Admission fees for the Aurora Municipal Pool have not been adjusted since May of 2010.

Staff will provide information regarding expenses and revenues for the pool from the last three years.  Staff will also provide recommendation for adjustment of admission fees.

Resolution No. 2022-1850 Police Dept. Purchase of Tasers

The Police Dept. is needing to purchase Tasers in order to equip all PD Staff with Tasers, replace broken or damaged Tasers, and have spares as needed.  The quoted purchase price of the needed equipment is $13,670.81.

Resolution No. 2022-1851 Design and Construction Agreement - Sapp Design Associates

The City of Aurora developed of a Request for Qualifications (RFQ) for Architectural and Design professional services and the public issuance of the RFQ was completed on February 11, 2022, with a submission deadline of March 18,2022.  Responses were received from several Companies that were reviewed by the Aurora City Council, Park Board, Parks and Recreation Director, Community Development Director and the City Manager, a short-list of candidates was identified to proceed into a formal interview process.  Three companies were invited to come to the City of Aurora and make a presentation to the City Council and City Staff and after completion of the interviews, there was a unanimous consensus of the Council Members in recommending that the City of Aurora engage the firm of Sapp Design Associates, Architects of Springfield, Missouri for professional services work associated with the Aurora Recreation Center Project.  

It is the Intent of the City of Aurora to enter into an agreement between the two parties for the proposed project and satisfied that acceptable terms and conditions has been reached between the City of Aurora and SAPP Design Associates, the said agreement is presented to the Aurora City Council and recommended for approval by the City Manager and the City Attorney.
